Transforming Military Force: The Legacy of Arthur Cebrowski and Network Centric Warfare (Praeger Security International) ReviewThis book achieves two important goals: it documents the strategic thinking of the late Arthur Cebrowski (Admiral USN ret.); and it clearly explains his revolutionary concept of Network Centric Warfare (NCW). It is also is a fine tribute to Cebrowski who is one of the finest military thinkers of the 21st Century.
On assuming the Office of Secretary of Defense (OSD) for a second time in 2001, the always controversial Donald Rumsfeld made military force transformation the center piece of his defense policy. To his great credit, although somewhat out of character, Rumsfeld choose Admiral Arthur Cebrowski (USN) to be Director of the Office of Force Transformation and then stepped back to let him run the Office as he saw fit.
Cebrowski had been reflecting on the impact of the so-called information revolution on military planning since the 1990's. He conceptualized what he called Network Centric Warfare (NCW) as a program to harness the so-called Information Age to military transformation. His basic tenet was that 21st Century battlefield superiority will be based on information superiority. That is the ability to acquire, manage, protect, and disseminate accurate information in a timely and effective manner. And that an information based command, control, computer, communications intelligence, surveillance, and reconnaissance (C4ISR) system can provide this ability.
In Cebrowski's thinking the management and dissemination of accurate information would be the key future military successes. He also recognized that C4ISR systems would allow the transformation of hierarchical military force structures into more flexible and responsive networked type of force structures. NCW is an operational and tactical concept, but Cebrowski also developed a military strategy to guide OSD's transformation project. First with aid of Thomas Barnett (then a professor at the Naval War College seconded to Cebrowski) he developed a world view that saw the 21st Century world divided between the `integrated core', i.e. those generally economically advanced nations fully involved in the global economy who drove globalization and derived the most benefit from it. And the 'gap' nations who were economically backward and fought globalization as a threat. (See "the Pentagon's New Map", Putnam 2004). Cebrowski then developed a brilliant and original concept, that the Global Telecommunications Network constituted a new `strategic commons'. This was a direct allusion to Alfred Mahan who described the sea as a commons for trade and communications between nations.
This review merely skims the surface of a profound and important book.
